Zira bizler, 51 hatta ve hatta 57 y\u0131ld\u0131r ayn\u0131 masalarda, ayn\u0131 ba\u015fl\u0131klarda, ayn\u0131 temennilerle oyalan\u0131rken; sahadaki ger\u00e7ekler sessiz ama kararl\u0131 bir d\u00f6n\u00fc\u015f\u00fcm ge\u00e7irmi\u015ftir.<\/p>\n\n\n\n<p>Bug\u00fcn K\u0131br\u0131s T\u00fcrk halk\u0131 i\u00e7in egemenlik, talep edilen bir stat\u00fc de\u011fil; tarihsel bir hakikat, fiili bir durumdur. Her ya\u015ftan K\u0131br\u0131sl\u0131 Rum genciyle, kanaat \u00f6nderiyle konu\u015fma f\u0131rsat\u0131m\u0131z oldu. Ortaya \u00e7\u0131kan tablo \u00e7ok netti: Art\u0131k G\u00fcney halk\u0131n\u0131n ezici bir b\u00f6l\u00fcm\u00fc birle\u015fmeyi bir hedef olarak g\u00f6rmemekte. Gen\u00e7 ku\u015faklar bu meseleyi &#8220;ge\u00e7mi\u015fin tart\u0131\u015fmas\u0131&#8221; olarak tan\u0131mlamaktad\u0131r. Ortak ya\u015fam de\u011fil, kar\u015f\u0131l\u0131kl\u0131 tan\u0131ma ekseninde bir kabulleni\u015f vuku bulmu\u015ftur. Rum toplumundan gelen yayg\u0131n mesaj \u015fudur: &#8220;Onlar kendi devletinde ya\u015fas\u0131n, biz de kendi devletimizde.&#8221; Bu, duygusal bir ayr\u0131\u015fma de\u011fil; farkl\u0131l\u0131klar\u0131 tan\u0131yarak birlikte bar\u0131\u015f \u00e7evresinde ya\u015faman\u0131n, daha rasyonel ve ger\u00e7ek\u00e7i bir yoludur. Zira G\u00fcney halk\u0131, iki toplum aras\u0131ndaki belirgin farklar\u0131 \u00e7o\u011funlukla \u015fu ifadelerle dile getiriyordu: \u201cKuzey ile G\u00fcney aras\u0131nda mantalite, bak\u0131\u015f a\u00e7\u0131s\u0131 ve k\u00fclt\u00fcrel olarak \u00e7ok b\u00fcy\u00fck farkl\u0131l\u0131klar var; iki taraf\u0131n ayn\u0131 y\u00f6ne bakmas\u0131 neredeyse imk\u00e2ns\u0131z g\u00f6r\u00fcn\u00fcyor.\u201d<\/p>\n\n\n\n<p>Ancak buna kar\u015f\u0131n Rum liderli\u011fi halen merkeziyet\u00e7i bir federasyon modelinde \u0131srar etmektedir. Bu model, K\u0131br\u0131s T\u00fcrk halk\u0131n\u0131 az\u0131nl\u0131k stat\u00fcs\u00fcne indirgemeye y\u00f6nelik bir g\u00f6r\u00fc\u015f\u00fcn, \u015f\u00f6ylemin ve zihniyetin \u00fcr\u00fcn\u00fcd\u00fcr. Ne uluslararas\u0131 hukukta, ne de halklar\u0131n vicdan\u0131nda bu dayatman\u0131n yeri vard\u0131r.<\/p>\n\n\n\n<p>K\u0131br\u0131s meselesi uzun s\u00fcredir sadece Adada de\u011fil, b\u00f6lgesel eksenler \u00fczerinden de \u015fekillenmektedir. Ankara\u2019da verilen bir mesaj, Lefko\u015fa\u2019da nas\u0131l yank\u0131 buluyorsa; Tel Aviv, Va\u015fington ve Atina hatt\u0131ndan gelen i\u015faretler de masan\u0131n dinami\u011fini belirlemektedir. Ge\u00e7ti\u011fimiz g\u00fcnlerde, eski Cumhurba\u015fkanlar\u0131ndan Mehmet Ali Talat\u2019\u0131n da a\u00e7\u0131klad\u0131\u011f\u0131 \u00fczere; Rum lider Anastasiadis\u2019in, 2017 Crans Montana g\u00f6r\u00fc\u015fmeleri s\u0131ras\u0131nda Netanyahu\u2019dan gelen bir telefon \u00fczerine masay\u0131 terk etmesi, bu denklemin ne denli dar ve d\u0131\u015f m\u00fcdahaleye a\u00e7\u0131k hale geldi\u011finin \u00e7arp\u0131c\u0131 bir g\u00f6stergesidir.<\/p>\n\n\n\n<p>Bu tablo kar\u015f\u0131s\u0131nda, K\u0131br\u0131s T\u00fcrk halk\u0131n\u0131n egemenli\u011fini korumaktan ba\u015fka bir alternatifi kalmam\u0131\u015ft\u0131r. Dahas\u0131, bu egemenli\u011fi tahkim edecek yeni stratejiler geli\u015ftirilmelidir. Avrupa Birli\u011fi ve Rum-Yunan blo\u011funun, 2004 y\u0131l\u0131nda Annan Plan\u0131&#8217;na &#8220;evet&#8221; dememize ra\u011fmen K\u0131br\u0131sl\u0131 T\u00fcrkleri t\u00fcmden d\u0131\u015flayarak Ada&#8217;y\u0131 uluslararas\u0131 ve AB hukukunu \u00e7i\u011fneyerek s\u00f6z\u00fcm ona birle\u015fik K\u0131br\u0131s Cumhuriyeti ad\u0131 alt\u0131nda birli\u011fe almas\u0131, tarihe not d\u00fc\u015f\u00fclmesi ve uluslararas\u0131 platformlarda vurgulanmas\u0131 gereken bir \u00e7ifte standartt\u0131r. Bu \u00e7er\u00e7evede, Do\u011fu Akdeniz\u2019de ke\u015ffedilen do\u011falgaz gibi ortak kaynaklar \u00fczerindeki haklar\u0131m\u0131z\u0131 gerek siyasi, gerek hukuki, gerekse ekonomik yollarla savunmal\u0131; fiili giri\u015fimlerden de ka\u00e7\u0131n\u0131lmamal\u0131d\u0131r. Ayn\u0131 \u015fekilde, G\u00fcney K\u0131br\u0131s\u2019taki ta\u015f\u0131nmazlar ve m\u00fclkiyet meselesinde de asla geri ad\u0131m at\u0131lmamal\u0131, sahip olunan varl\u0131klar Rumlara devredilmemeli; gerekti\u011finde K\u0131br\u0131s T\u00fcrk taraf\u0131 da G\u00fcney&#8217;den toprak ve m\u00fclk edinme yollar\u0131n\u0131 kullanarak sahada mevcudiyetini g\u00fc\u00e7lendirmelidir.&nbsp;<\/p>\n\n\n\n<p>Bunun yan\u0131 s\u0131ra, egemenli\u011fi peki\u015ftirecek farkl\u0131 stratejiler de geli\u015ftirilmelidir. Bunlar aras\u0131nda ba\u015fta <strong>uluslararas\u0131 tan\u0131ma i\u00e7in sivil diplomasi ataklar\u0131<\/strong>, <strong>Afrika ve Asya eksenlerinde yeni temaslar<\/strong>, <strong>bili\u015fim, teknoloji, enerji, turizm ve \u00e7evre diplomasisinde KKTC\u2019nin etkinle\u015ftirilmesi<\/strong> yer almal\u0131d\u0131r. \u015eu da g\u00f6z ard\u0131 edilmemelidir: E\u011fer iki devletli \u00e7\u00f6z\u00fcm modeli uluslararas\u0131 mecralarda kabul g\u00f6rmezse, o takdirde K\u0131br\u0131s T\u00fcrk halk\u0131n\u0131n \u00e7\u0131karlar\u0131 do\u011frultusunda, T\u00fcrkiye ile <strong>\u00f6zerk yap\u0131 alt\u0131nda ortak bir y\u00f6netim modeli<\/strong> ya da <strong>tam b\u00fct\u00fcnle\u015fme<\/strong> gibi alternatif modeller de ciddi bir bi\u00e7imde masaya getirilmelidir. Bu alternatiflerin tart\u0131\u015f\u0131lmas\u0131 bile, iki devletli \u00e7\u00f6z\u00fcm\u00fcn daha geni\u015f kabul g\u00f6rmesini sa\u011flayacak stratejik bir hamledir. Bunun yan\u0131nda, T\u00fcrkiye Cumhurba\u015fkan\u0131n\u0131n iki devletli \u00e7\u00f6z\u00fcme verdi\u011fi destek, uluslararas\u0131 platformlarda daha g\u00fc\u00e7l\u00fc ve istikrarl\u0131 bir \u015fekilde vurgulanmal\u0131d\u0131r. Ayr\u0131ca, yabanc\u0131 devlet ba\u015fkanlar\u0131 ve karar vericilere y\u00f6nelik, K\u0131br\u0131s meselesini tarihsel, hukuki ve insani boyutlar\u0131yla adil bir \u015fekilde anlatan kapsaml\u0131 bilgilendirme kitap\u00e7\u0131klar\u0131 haz\u0131rlanmal\u0131 ve diplomatik temaslarda etkin bi\u00e7imde kullan\u0131lmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Dikkat ederseniz, KKTC\u2019ye y\u00f6nelik ilgi gerek ticari ve finansal gerekse de siyasi d\u00fczeyde her ge\u00e7en g\u00fcn artmaktad\u0131r. Mesele, bu ilgiyi stratejik bir vizyonla daha etkili ve s\u00fcrd\u00fcr\u00fclebilir bi\u00e7imde de\u011ferlendirebilmektir. Ancak burada as\u0131l dikkat edilmesi gereken husus; bug\u00fcn KKTC\u2019de bir d\u00f6nem \u201c\u00e7\u00f6z\u00fcms\u00fczl\u00fc\u011f\u00fc y\u00f6neten\u201d kimi odaklar\u0131n sessizli\u011fe g\u00f6m\u00fclm\u00fc\u015f olmas\u0131d\u0131r. Bu sessizlik tesad\u00fcf de\u011fildir. Ger\u00e7ek, zamana yenilmez. Ve bazen suskunluk, en b\u00fcy\u00fck kabuld\u00fcr. Cumhurba\u015fkan\u0131 Ersin Tatar ile yap\u0131lan bir r\u00f6portaj\u0131n G\u00fcney\u2019de bu denli hedef haline getirilmesi, ifade h\u00fcrriyetine y\u00f6nelik tahamm\u00fcls\u00fczl\u00fc\u011f\u00fcn en net g\u00f6stergesidir. Bu format\u0131n \u00f6mr\u00fc, ger\u00e7eklikten uzakla\u015ft\u0131\u011f\u0131 oranda t\u00fckenmektedir.<\/p>\n\n\n\n<p><strong>20 Temmuz 1974<\/strong> ise bu b\u00fct\u00fcn tablonun tarihsel temelidir. O g\u00fcn, T\u00fcrkiye sadece bir askeri harek\u00e2t ba\u015flatmad\u0131. O g\u00fcn, K\u0131br\u0131s T\u00fcrk\u00fc\u2019n\u00fc yok sayan bir zihniyete &#8220;dur&#8221; dedi.
